With a blueprint of a European Pillar of Social Rights due for adoption in 2017, Social Agenda also explains the context in which this initiative was born. And it puts the spotlight on plans to achieve more evidence-based social policy making by modernising the way data from social surveys is collected and used across the EU.

Digital technologies starting with a mobile phone have the potential to resolve this problem.

Favourable cost-benefit ratios then depend on low costs. This paper uses proprietary data on 1,335 microfinance institutions between 2005 and 2009, jointly serving 80.1 million borrowers, to calculate the costs of microfinance and other elements of the microfinance business model. It calculates that on average, subsidies amounted to $132 per borrower, but the distribution is highly skewed. The median microfinance institution used subsidies at a rate of just $26 per borrower, and no subsidy was used by the institution at the 25th percentile. These data suggest that, for some institutions, even modest benefits could yield impressive cost-benefit ratios. At the same time, the data show that the subsidy is large for some institutions. Counter to expectations, the most heavily-subsidized group of borrowers is customers of the most commercialized institutions, with an average of $275 per borrower and a median of $93. Customers of nongovernmental organizations, which focus on the poorest customers and women, receive a far smaller subsidy: the median microfinance nongovernmental organization used subsidy at a rate of $23 per borrower, and subsidy for the nongovernmental organization at the 25th percentile was just $3 per borrower.

The gender finance gap remains at 9% in developing countries, although in some parts of the world it is much higher, according to the 2014 Global Findex [6] data. Women are 20% less likely than men to have a bank account and 17% less likely to have borrowed money formally.

This study is based on the analysis of sixteen socially innovative initiatives implemented in five Member States (Austria, Belgium, Italy, Sweden and the UK) and concerning three policy areas: Roma inclusion (notably, education-related initiatives), homelessness and housing exclusion (Housing First), and labour market activation.

Promoting jobs through self-employment and small businesses is an alternative strategy that carries high hopes and attracts a lot of policy attention on the theory that small businesses create the majority of jobs in the economy. However, despite the widespread support for small business start-ups – from entry to the growth dynamics in the first years of their existence – their role for job creation is not well understood and the policies may be following the wrong prescriptions. The paper discusses the complex relationships between firms size and job creation in the EU which shows that there is a need to better understand the dynamics of the job creation and destruction process. Evidence rather than erroneous beliefs should guide small enterprise development, including financing micro and small businesses through microcredit to make them effective for job creation.

The biggest investment is in the institution itself: FSPs need trained staff, new operational models, knowledge of the industries they aim to serve, and in the case of salam contracts, access to the infrastructure and contacts needed to store and sell the commodities contracted. Making these kinds of investments is a serious decision for any institution, one that should not be entered into lightly.
