The EU Youth Guarantee has got off to a good start: in 2014 and 2015, it made a difference in the lives of more than 9 million young people across Europe and it is driving in-depth structural reforms in the Member States. Social Agenda n°46 explains how and highlights what more needs to be done to accelerate and release the full potential of the national plans for implementing the Youth Guarantee. With a blueprint of a European Pillar of Social Rights due for adoption in 2017, Social Agenda also explains the context in which this initiative was born. And it puts the spotlight on plans to achieve more evidence-based social policy making by modernising the way data from social surveys is collected and used across the EU.

Discovering methods to combat poverty and social exclusion has now become a major political challenge in Europe. This book offers an original and timely analysis of how actors at the European, national and subnational levels meet this challenge. Combining perspectives on multilevel and network coordination, the editors discuss to what extent actors join forces in these efforts and identify the factors limiting the coordination achieved in practice. The book builds on a European study comparing Germany, Italy, Poland, Sweden and the UK.

Financial services are the lifeblood of an economy, enabling households and businesses alike to save, invest, and protect themselves against risk. Yet in many emerging economies today, the majority of individuals and small businesses lack access to even basic savings and credit products, which hinders economic growth and perpetuates poverty. Digital technologies starting with a mobile phone have the potential to resolve this problem.
The microfinance business model: enduring subsidy and modest profit

Recent evidence suggests only modest social and economic impacts of microfinance. Favourable cost-benefit ratios then depend on low costs. This paper uses proprietary data on 1,335 microfinance institutions between 2005 and 2009, jointly serving 80.1 million borrowers, to calculate the costs of microfinance and other elements of the microfinance business model. It calculates that on average, subsidies amounted to $132 per borrower, but the distribution is highly skewed. The median microfinance institution used subsidies at a rate of just $26 per borrower, and no subsidy was used by the institution at the 25th percentile. These data suggest that, for some institutions, even modest benefits could yield impressive cost-benefit ratios. At the same time, the data show that the subsidy is large for some institutions. Counter to expectations, the most heavily-subsidized group of borrowers is customers of the most commercialized institutions, with an average of $275 per borrower and a median of $93. Customers of nongovernmental organizations, which focus on the poorest customers and women, receive a far smaller subsidy: the median microfinance nongovernmental organization used subsidy at a rate of $23 per borrower, and subsidy for the nongovernmental organization at the 25th percentile was just $3 per borrower.

Of Mice And Unemployed: Rethinking Micro-Enterprise And Small Business Policies in the EU

Persistent high unemployment in many EU countries prompts governments to seek new job creation options. Promoting jobs through self-employment and small businesses is an alternative strategy that carries high hopes and attracts a lot of policy attention on the theory that small businesses create the majority of jobs in the economy. However, despite the widespread support for small business start-ups – from entry to the growth dynamics in the first years of their existence – their role for job creation is not well understood and the policies may be following the wrong prescriptions. The paper discusses the complex relationships between firms size and job creation in the EU which shows that there is a need to better understand the dynamics of the job creation and destruction process. Evidence rather than erroneous beliefs should guide small enterprise development, including financing micro and small businesses through microcredit to make them effective for job creation.

The 2015 European Microfinance Award on Microfinance in Post-Disaster, Post-Conflict Areas & Fragile States highlights another assumption being torn down. It’s common knowledge that banking requires stability and predictability – After a major natural disaster, banks will struggle to collect on existing loans, let alone disburse new ones. When faced with persistent terrorist attacks or even an active civil war, banks must close branches, not open new ones. This paper portrays the experience of MFI's which had to face the problem.

Lessons from BAB and Wasil demonstrate that institutions that are committed to offering shariacompliant services can do so sustainably, but significant up-front investments are needed. The biggest investment is in the institution itself: FSPs need trained staff, new operational models, knowledge of the industries they aim to serve, and in the case of salam contracts, access to the infrastructure and contacts needed to store and sell the commodities contracted. Making these kinds of investments is a serious decision for any institution, one that should not be entered into lightly.
